Command line resource changer

I need to find or develop a command line resource changer able to change the application version info inside an executable and also change executable icon.

I found a python module that does it: http://code.google.com/p/rescle/
Source code is at: http://code.google.com/p/rescle/source/browse/trunk/rescle.cpp

I need something similar in a form of command line and with a license that permits redistribution in 3rd party packages like my script language thinBasic.

Any idea?

If someone has PowerBasic or other Basic source code to sell that does the above, I can pay up to 100USD (via paypal) for the code and the license to use and redistribute it in my engine.
